Configuration management tools strived to provide a declarative way to describe the desired state.

This was achieved to some extent using Puppet manifests and Salt states, but they never worked good enough due to the imperative nature of systems to be configured.

Kubernetes and Helm provide a modern way to describe configurations declaratively.
